The PUBLISHED ENEMIES Road Rally (PE) is a road rally jointly organized by the Milwaukee Region of the Sports Car Club of America and the Lotus Corps of Chicago.

This is a GTA road rally. It is essentially a sign/trivia hunt in which the participating rally teams answer questions based on the clues found on the signs and fixed objects along the route.

The road rally will operate under SCCA Road Rally Rules (RRRs) as amended by these General Instructions (GIs).

Departure will be Brandy Lake Park near the intersection of Lemma Creek Rd and Homeplate Ln., in Woodruff, Wisconsin.

PLEASE NOTE:  This rally ends at Litttle Bohemia, site of John Dillinger and the Dillinger Gang's epic shootout with the F.B.I.

The back room (the one with the bullet holes) will only hold 40 people so only the first 17 cars to pre-register will be in the room.  The rest of you will be in the main dining room.

DRIVERS LICENSES-Competitors must present a valid driver’s license and sign the Event Waiver.

RRR Exceptions

Exception to RRR Article 10. Relatives of the driver and/or navigator up to and including age 16 will be allowed in the vehicle providing that there are sufficient seat belts for each passenger. Minor waivers signed by both parents or guardians and either notarized or witnessed by the event Registrar will be required for each minor participant.

Departure will be Brandy Lake Park near the intersection of Lemma Creek Rd and Homeplate Ln., in Woodruff, Wisconsin.

Rally Conventions

All Times given in the Rally Instructions are given in Hours, Minutes and Hundredths of a Minute.

When mileages are given they will be measured to the Hundredths.

Only paved roads are used for this road rally (the exception is at parts of the paved road that are obviously being repaired).

A GPS can be used.

In keeping with the event’s gangster theme, anyone competing in a gangster regalia will not only have the rally master’s admiration but will also score ten points.

Rally Class

Only Stock Class will be available for competition. Non-stock mileage measuring equipment attached to the drive train and rally computers will not be allowed.

Numbered Route Instructions (NRIs)

NRIs are to be completed in ascending numerical order as given in the Rally instructions. These instructions are shown graphically by tulip directions (described below) and drawn in the Tulip column of the NRIs (discussed below) in the Rally Instructions. In the absence of an NRI at an Intersection, participants should follow the obvious main road as determined by road centerlines, and curve arrows. For the Purposes of this Rally, dead ends, cul de sacs, road ends, gravel roads except on paved roads being obviously repaired, etc do not exist and should not be followed.

Tulips

Tulips are a graphical depictions of the of route directions. To follow a Tulip the vehicle is located at the solid circle (tulip root) and will be traveling in the direction of the arrow (tulip flower). Lines depict side roads. The locations of stop signs and other road signs (in quotes) in the route description are shown as dashes (-).

Breaks

There is one break along the route. The location of the break is shown in the route instructions. Please give your first answer card to the gangster wearing a grey Fedora

Trivia Questions

Questions are included in the rally instructions. Solutions to this question can be found on the signs along the road. . In all cases the solution to a question is a sign or fixed object that can be observed from the vehicle looking forwards or to the side. No sign or object needs to be viewed by looking backwards or in the mirror. Pay close attention to sign trees (places where there are multiple signs on a post); these are frequently sources of answers for more than one question. Most of the questions are straightforward. Some of the questions are however another story and are a reflection of the questionable state of mind of the rally master and event chairman. This is where the organizers have their devious fun, developing humorous and not-so-obvious clues that require a little thought. All answers provided by the Rally Master are the final answers there are no disputes in interpretation. Each word of an answer to a question will have its own space and the answer should be exactly as shown on the road sign or part of the sign. The answers to the questions will appear in the same order as the questions appear in the NRIs. If you cannot find the answer to a question before encountering the next NRI or question, continue following the route. Leave that answer blank, the answer may be that there is no answer to the question. In this case the correct answer is to leave the answer blank. Do not stop or go back to find an answer to a question, you do not have enough time and your final rally mileage will be incorrect (see tie breaker). Some question cannot be answered because the solutions do not exist and we have not allowed for extra time to go back and search for signs. One point will be given for each correctly answered question. Partially correct answers will be considered incorrect.

Scoring

The team with the most points (most correct answers) at the end of the course will score the highest and win this rally. If a tie occurs at the end of the rally, the calculated rally mileage will be used as tie breaker (see below)

Tie Breaker

 

Ties will be broken by the rally mileage calculated by the team. The winner of the tie breaker will be the team whose mileage is closest to the measured rally mileage from the end of the Odo run to the end of the rally. If a Tie persists, additional gangster trivia questions will be used to break the tie Activity

Whining

There will be a $10.00 fine for whining, failure to pay fine may result in disqualification.

Although strictly speaking there is no deduction for arrival time, you should proceed along the rally in a timely manner following the rules of the road and arrive at Little Bohemia by 5:30 pm plus your car # in minutes.

Safety

It is mandatory that all occupants of the vehicles wear seatbelts.

Headlights must be illuminated on all vehicles during periods of vehicle operation.

Use of alcohol and/or non-prescription drugs during the Rally will result in disqualification.

Failures to follow the rules of the road resulting in traffic citations will result in disqualification at the discretion of the Rally Master.

Odo Calibration

The First part of the rally is called the Odo run and will be used to calculate your Odometer correction factor. An Odometer correction factor may be required to match your measured odometer mileage to the road rally mileage measured by the rally master.

The Correction Factor is calculated as follows:

Your Mileage / Official Mileage = Correction Factor

To correct your vehicle’s Odo, multiply the Official Mileage by your correction factor (CF; see worksheet).

Odometer Calibration Worksheet

To obtain the correction factor (CF) that you will need to adjust all official mileages in the instructions so they agree with your vehicle odometer do the following:

Zero your trip odometer at the rally start line or carefully read your regular odometer (Odo1)

Read your odometer at the end of the Odo crun (Odo2)

Subtract Line 1 from Line 2 to get Your Mileage (YM) (or use the trip Odometer mileage)

Enter the Official Mileage (OM) as set out in the NRI (mileage at end of Odo run)

Divide line YM by line OM. This is your correction factor (CF)

Multiply every official mileage by this factor to compute the mileage that should appear on your odometer at that location (YM = CF X OM).

If you estimate the average driving speed needed to stay on time from the mileage and times on the instructions, you must use your distance correction factor to get a speed that will correspond to your vehicle speedometer. (YS = CF X OS). Remember that your time and the official time are always the same.
