I believe the rules documents are good to go. We are going out the 21st to finalize any workarounds needed for the flooding/runoff. Saturday we make our final pass with final instructions. I will post rbk and roadbook pdf on Monday.

We have reserved a room at Smokin Oak for dinner afer the rally. 

On March 15 we created the practice rally. It's going to be a WIP given the flooding we observed but we did knock of a course that should be flood proof. While out there we di a run thru of some of the MOWOG roads. TC 1 & 19 were high/under water. Goat Back was closed due to mud. I think the mud will be fixed. We will monitor the high water and decide if we need to use our planned workarounds.

On March 8th we finalized the course before the next snow/rain. Roads were in excellent condition in morning, a little sloppy in the afternoon from Sun and temps getting above freezing. We will be watching the conditions closely and may tweak speeds as needed the week before the rally. We have settled on the following for timing point locations.

PC locations are automatically generated by the Roadbook Designer app in the following manner. The first PC is about .5 mile into the TC. Subsequent PC occur at about .355 mile increments. In post processing, we may remove a few if they occur at bad locations such as just after or at a Stop sign. The auto generation gives you a rough idea where controls are located.

About 

SCCA National Road Rally. About 200 miles of paved and unpaved roads in Western WI. MOWOG will utilize a GPS based timing and scoring system and feature an electronic roadbook friendly to newcomers as well as experienced.

The Prolog is a 50 mile rally on Friday. It's there for people who haven't run an MiRally to see what it's about and practice the apps. The Prolog is unique in that you can start when you show up (within a several hour time window), not a fixed schedule.

The rally will be run in accordance with the 2019 SCCA Road Rally Regulations (RRR) as amended by the MiRally Road Regulations (MiRRR) and the events Additional Supplementary Regulations (ASR). Shortly before the rally you will receive the Roadbook as a PDF. You are expected to print your own copies. If you can't, send us an email and we will print one for you. You will also get an electronic Roadbook as an RBK file. Those using the Rally Rabbit app can load it on their device. The rbk not only shows instructions but manages your mileage, time, speed changes, and any other items needed to follow the course and get good scores.

The MiRally GPS Control system where control timing is done by an iOS or Android device running the Crono app. This app monitors your location using GPS and reports it to a central Timing and Scoring facility in the cloud. The timing points will be essentially Passage Controls. A timed section, usually 2 -5 miles may provide timing points every quarter mile. With 19 timing zones we will approach 200 controls.

These documents are preliminary. Final copies for the rally should be available March 16.

Headquarters

Headquarters is in Historic Red Wing, MN. The National Trust for Historic Preservation placed Red Wing on its 2008 distinctive destinations list, which adds twelve communities annually nationwide. Red Wing was added for its "impressive architecture and enviable natural environment. Red Wing is a stop on the famed Amtrak Empire Builder route.

Hotel - Red Wing Country Inn & Suites will serve as the headquarters hotel. $106/night is best I could do. It's a nice hotel and we get a registration room Saturday morning.

FYI - I'm getting reports that it's cheaper to book the hotel online.

Smokin' Oak - BBQ, next door

Bierstube - Popular rally endpoint. Normal bar/restaurant food plus German entries.

Bayside Tap & Steakhouse - Nice steakhouse overlooking river and railroad.

St James Hotel - 19th century hotel with a few nice dining choices. 

Hanisch Bakery - Fancy donuts.

Caribou Coffe -  Located in the old railroad station.

Event requirements

You are responsible for insuring the following are in order:
Headlights (high and low beams) and parking lights
Taillights and brake lights
Horn, windshield wipers and directional signals
Rear-view mirror
Foot brakes and parking brake
Winter Tires (inspected for condition of sidewalls as well as tread)
Seat belts, securely installed for the driver and navigator
Safety triangle (optional)
First Aid Kit (optional)
Tow Rope (optional)
