SUPPLEMENTARY REGULATIONS

This event is governed by the 2014 General Competition Rules (GCR)

and Category Specifications, as amended for 2014 per “FasTrack”

CTT and PDX portions of this event are governed by the 2014 Club Time Trials Rules

 

REGISTRATION:

A.  Online registration is held at http://coloradoscca.motorsportreg.com.   Acceptable payment includes Visa, MC, Discover, Check, or PayPal processed after the close of registration.  Telephone registration is not accepted for Colorado Region events.  Drivers can request a paper entry form by contacting the race chair and mail their entry, along with entry fees to the Chief Registrar:   Ann Hickey, 3930 S. Bannock St., Englewood, CO 80110

B.  A $50.00 fee will be assessed on returned checks/bankcards.

C. Online registration will close at midnight of the Sunday prior to the event, unless extended by registration officials.  A $50.00 late fee will be assessed after registration closes.

D. Cancellations should be made through the Chief Registrar prior to the event.  A refund of the entry fee, minus a $25 processing fee, will apply for cancellations made by midnight of the Sunday prior to the event.  Cancellations made after such deadline shall incur a $50 processing fee.  Refund requests without prior notice must be made to the region treasurer (teri.massey@comcast.net) within 7 calendar days following the event.  Approved refunds, minus processing fees can be issued via MotorsportReg or by check. 

E.  Refunds due to mechanical failure will be considered by the Chief Registrar for cars that have not been on the racing surface as verified by the Chief of T & S.  Requests must be submitted to the Chief Registrar before the end of the event.  Approved refunds can be issued via MotorsportReg or by check. 

F. All drivers, volunteers, and officials must sign the track waiver and the SCCA waiver. Only members who hold a current SCCA license may be credentialed for the hot areas. Weekend memberships can be purchased at Registration, during posted hours, for a fee of $15.00.

G.  At event registration will be held in the Registration/Hospitality building located in the northernmost building at the south/west corner of the paddock. 

DRIVERS MEETING:  Each group will have a drivers meeting in impound after their first session on Saturday.

DRIVER ELIGIBILITY:  Drivers must be a current SCCA member with a current SCCA Full Competition License, SCCA Pro License, SCCA Vintage License, or SCCA Novice Permit.  In addition, Colorado Region welcomes ALL organizations whose licenses are currently approved by SCCA for competition as listed in the GCR, Appendix C, 2.8.B.  Proper credentials must be presented to complete event registration.

CAR ELIGIBILITY:  This competition is open to all cars conforming to the GCR, as amended. 

A.  Colorado Region recognizes Regional and Spec Classes specific to the Rocky Mountain Division as follows:  Club Ford (CF), Club Formula Continental (CC), Formula Junior (FJ), ITE Everything (ITE-0, ITE-U), Spec RX-7 (S7), Spec 944(S944), Spec E30 (SE30), and Spec M3.  Class rules and administrative information for these classes can be found at www.coloradoscca.org

B.  Rocky Mountain Division Regional Championship rules are available online at www.coloradoscca.org

ENTRY FEES:  The Entry Fee for the event is $395 (2 day) and $290 (1 day).  Each SRF and FE entry will be charged an additional $10 per day compliance fee. 

A.  Spectator Entry to Colorado Region events is FREE for anyone with a current SCCA membership and children under 12.  Each driver is allowed up to 4 non-licensed crew members to be admitted FREE.  Please provide crew names in the online registration system.  Additional non-licensed crew, family, or spectators will be charged the $10 at the gate.  All gate proceeds go into the Volunteer Fund. 

B.  Colorado Region recognizes shared or team entries whereby drivers share a car (one driver per day).  Teams must register as such and will be charged the weekend rate, without additional fees.  A change in entry requires re-registering and may involve additional fees. 

COMPETITION NUMBERS:  Preference will be given to numbers assigned through the Rocky Mountain Division numbering program.  Unreserved numbers are on a first-come, first-served basis.  All numbering assignments are subject to race group configurations.    

TECH:   Tech inspection hours are posted on the event schedule.   

A.  Express Tech for drivers with both a current annual tech and a current year helmet sticker may bring just their helmet, vehicle log book, and tech card received at registration to get their event stickers. 

B.  Drivers without a current year helmet sticker must present all driver gear as required by the GCR, vehicle logbook, and tech card to Tech.  If your car requires an annual tech, you must also bring the car to tech.  An event tech sticker will be issued after everything is examined and approved.  

C.  The order of inspection at the track will be:

               1.  Express Tech

                 2.  Re-inspection, logbook notation

                 3.  Annual inspection

                 4.  Cars with no logbook (new or lost logbooks)

D.  Competitors needing Annual inspections or New Logbooks must make prior arrangements with the Chief of Tech to have these items performed by tech personnel at the track. 

SCALES:  Scales will be available Saturday and Sunday from 8:30am until the end of competition, except during impound.  Driving on or off the scales is prohibited unless otherwise instructed by Tech personnel.  Motors must be turned off and competitors and/or crew must push cars on and off scales.

EVENT SCHEDULE / RUN GROUPS:  The course configuration for this event will be Full Course on Saturday and West course on Sunday.  In the event there are not enough corner workers to staff the full course, then Saturday will revert to the North Course.  The event schedule, configuration, or run groups may be changed at the discretion of the Chief Steward, in cooperation with the region’s representative.  If changes are made, as much notice as possible will be given to all competitors. 

A.  The schedule as published is for planning purposes only.  Actual session start times may vary from the published schedule as the event progresses.  Please monitor the PA system and pay attention to what is happening on track.

B.  Sprint and Feature Races will be based on laps or time, whichever occurs first.  The full course will be 8 laps and 20 minutes and  the north and west courses will be 11 laps or 20 minutes. 

TIMING AND SCORING:  All cars are required to use fully operational AMB transponders.   

A.  It is the driver’s responsibility to make sure their transponder is working properly AND that the correct transponder number has been provided in the registration system or directly to the registrar.  A vehicle without a working transponder or with a missing transponder number may not be scored for the event. Any competitor needing a rental unit should make those arrangements at the time of entry submission.

B.  Additional transponders may be available for rent at the rate of $80.00 for the weekend, along with a $500 security deposit on a valid credit card.  

C.  The clock will continue to run during all flag conditions with the exception of the red flag. 

D.  Personal timing beacons are not allowed within 20 feet on either side of the T & S system, or across track from Start/Finish.  

GRID:  Starting positions for the Sprint Races will be determined by the fastest time recorded for each car during the preceding qualifying session.  Starting positions for the feature races will be determined by the finishing position from the sprint race preceding it.  Cars arriving at the grid after their group has been dispatched on track may, at the discretion of the Operating Steward, be held at pit out and released at the end of the pack after the field has completed the pace lap.

A.  Crew / Guests must leave the grid at the one-minute warning. 

B.  Drivers are prohibited from scrubbing tires in the paddock, grid, and hot pit lanes.

C.  The Chief Steward will consider requests for split starts received by 10:50am Saturday. 

RESULTS & AWARDS:  Trophies for all races will be awarded in accordance with the GCR. 

A.  Results will be available in the hospitality area.  Saturday trophies will be presented at a Podium Ceremony after the racing is complete at the Pavilion.  Sunday trophies will be available in hospitality until 1 hour after the last checkered flag.  Trophies not picked up will be considered forfeited unless prior arrangements have been made with the race chair. 

B.  The Sunday Feature Race is the only race eligible for manufacturer contingencies. 

FLAGGING: 

A. In a RED FLAG situation, drivers shall stop immediately at the nearest staffed corner station that can be reached safely and await further instructions.  In a FULL COURSE YELLOW situation, each vehicle must slow (preferably less than 50 mph) and prepare to form up behind a pace vehicle. If a pace car is not used Start/Finish will designate the car number of the race leader with a ‘PACE’ signboard.  All competitors shall then form up behind the leader.

B. BLACK FLAG stations are as follows:  Full Course - Corner 9, West Course – Corner 7, North Course – Corner 9, Short Course – Corner 4S. 

C. For practice sessions a CHECKERED FLAG signaling the end of the session may be displayed at BOTH Start/Finish AND Corner 9. Cars receiving the Checkered Flag at Corner 9 must proceed directly to the pit lane/paddock.

D.  When possible, a “1 to Go” sign will be displayed at start/finish to indicate the last lap has begun. 

PACE / SAFETY CAR:  In addition to GCR 6.6.2., the field shall follow the PACE/SAFETY car as long as its emergency lights are flashing, even if it varies from the normal race course.  In the event a full course yellow results in dispatch of the safety car, the safety car will enter the racing surface at pit out.

DISABLED CARS:  Disabled or damaged cars may be removed from the course and delivered to a central location.  If the car has sustained body/chassis damage it will be released to the driver/crew after tech has made appropriate notations in the vehicle log book.  Cars disabled due to a mechanical failure will be released to the driver/crew immediately.  If the car requires wrecker support to return to its paddock location, there may be a delay depending on the availability of wreckers or flat tows.

SOUND CONTROL:  A maximum limit of 103dB is in effect for this event.  Sound control will be located on the South side of the track along the back straight between turns 3 and 4.  Sound readings will be posted at Hospitality. 

RADIO FREQUENCIES:  The region uses frequencies 466.5875 MHz, 468.3125 MHz, 469.1250 MHz, 463.2625, 461.5125, and 466.2125.  These frequencies shall not be used for communications by any participant.   

PADDOCK:  Event organizers may assign paddock spaces and issue parking passes when necessary. All trailers and support vehicles must be parked on the crushed asphalt surface between paved paddock lanes and in a perpendicular orientation to Hwy 36.  Stationary awnings, trailers, cars and support vehicles must remain within the marked paddock space and must not encroach on areas designated for tech/scales, pit/grid, or volunteer parking. Tie-down stakes may not be driven into the paved surface of the paddock.

A. Event organizers may exclude areas as off limits and designate them unavailable for any parking or paddock space.  Access ways for general paddock traffic and Emergency Vehicles must be kept clear at all times or vehicles will be towed.

B. You must have a valid motor vehicle license to operate any 2, 3, or 4-wheeled motorized or non-motorized vehicles in the paddock. Skateboards, Skates, and Rollerblades are prohibited.

C. The paddock speed limit is 10 M.P.H.  Vehicles in the paddock are the responsibility of their respective entrant and must be operated in a safe manner.

D. Entrants are responsible for the conduct of their crew, guests, minors, and pets. All minors must be under direct adult supervision at all times. Pets in the paddock must be leashed and under direct supervision of an adult at all times.

G. Minors and non-members must remain behind the chain link fencing paralleling the Hot Pit lane. No one will be allowed to view from in front of the Race Control and Timing structure.

H.  The second row from the North in the Eastern-most group of rows is reserved for PDX and CTT participants to paddock.  This row is directly east of the gas pumps and directly west of tech on the map and is reserved to help organizers coordinate tech and training for these sessions. 

GENERAL:  Participants must display proper credentials at all times

A.  PA / Track announcements can be monitored via FM Radio Frequency 88.9 MHz. 

B.  The organizers reserve the right to postpone, abandon or cancel the event, or any part of the event.  Entry fees will be refunded to those offered no opportunity to compete.   

C.  Any test day or session not on the official schedule is NOT sanctioned by SCCA and is NOT covered by SCCA Insurance.  

D.  Vendors wishing to display and/or sell any items must obtain prior approval from Colorado Region and High Plains Raceway management.

E.  The consumption of alcohol is prohibited until after the daily on track activities are concluded.  In addition, GCR 2.3.1.B shall be in effect as it relates to Narcotics and Dangerous Drugs. 

F.   All attendees agree to abide by track rules as published by HPR. 

G.  The organizers reserve the right to refuse entry and/or issuance of credentials to the premises or event for any reason except race, color, creed, sex, or national origin.

H.  Unmanned aerial vehicles, also known as drones, shall not be used anywhere in the airspace over the HPR property. 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

CLUB TIME TRIALS AND PERFORMANCE DRIVING EXPERIENCE

PDX PROCEDURES: 

A.  Participants, including volunteers taking part in the Free PDX, must register online at http://coloradoscca.motorsportreg.com before the event.  Entries may be accepted at the track at the discretion of the chief registrar.  Participants must sign the track waiver and proceed to the registration/hospitality building located in the northernmost building at the south/west corner of the paddock to complete registration and sign the SCCA waiver.  PDX instructors are asked to please register online prior to the event so they can be included in the volunteer lunches and Saturday Evening Dinner/Party. 

B.  Should entry numbers need to be limited or restricted, priority will be given to those drivers who completed online registration earliest. 

D.  Participants are required to have either an Annual or Weekend SCCA membership prior to taking part in the event.  Annual memberships can be purchased through www.scca.com.  Weekend memberships can be purchased at the event for $15.00. 

E.  Participants must show proof of membership and a valid driver’s license at registration.  Registration will issue a tech card as proof of completed registration.  Bring your tech card and CTT logbook to either the Mandatory CTT Driver’s Meeting or the Mandatory PDX Classroom.  A novice logbook will be issued to PDX drivers during the mandatory classroom session. 

PDX ENTRY FEE:  The entry fee for the event is $99.  Please indicate via online registration if you plan to attend Saturday, Sunday, or Both.  The Free Volunteer PDX is offered during one session per day after lunch. 

PDX MEETINGS:  All participants must attend the Mandatory PDX Driver’s Meeting before their first session of the day and they must attend the Mandatory PDX download meeting after each session. 

A.  A PDX Classroom is mandatory for PDX participants.  The classroom will take place in the pavilion at approximately 9:00am on both Saturday and Sunday.  The classroom for volunteers who are taking part in the one “Free volunteer session” after lunch will take place in the pavilion approximately ½ hour prior to the on track session. 

B.  A mandatory driver’s meeting will be held after each session to discuss track behavior, safety issues, and driving techniques. 

C.  PDX instructors must attend the morning drivers meeting for PDX.  If there are more instructors than PDX participants, then only as many instructors as there are PDX participants need to attend the meeting. 

PDX TECH:  If you have a signed tech form, go directly to the mandatory classroom.  If you do NOT have a signed tech form, arrive an hour early and see the chief tech official on duty to have your car inspected.  Pre-tech for factory stock vehicles can be performed by any ASE certified mechanic by having them fill out the PDX tech sheet found on the PDX section of the Colorado SCCA website at http://www.coloradoscca.org/pdx.php

PDX PASSENGERS:  PDX passengers are permitted in PDX with prior approval of the CTT Chief Steward.  Passengers must have an SCCA membership.  Annual memberships are available online at www.scca.com.  Weekend memberships are available at registration for a fee of $15.00.  Passengers must show proper credentials and proper attire before being permitted on track.  Drivers with passengers should drive at only 80%. 

ADDITIONAL PDX PROCEDURES:   

A.  Instructors will accompany PDX drivers on the first session of the day.  After the first session, PDX participants may be advanced to proceed without an instructor at the discretion of the CTT Chief Steward or Chief Instructor.

 

 

CTT PROCUDURES: 

A.  Participants must register online at http://coloradoscca.motorsportreg.com before the event.  Entries may be accepted at the track at the discretion of the chief registrar.  Participants must sign the track waiver and proceed to the registration/hospitality building located in the northernmost building at the south/west corner of the paddock to complete registration and sign the SCCA waiver.  Entries that are accepted at the track may exclude tickets for the Saturday Evening Dinner/Party at the discretion of the race chair. 

B.  Participants are required to have an SCCA membership prior to taking part in the event.  Annual memberships are required for CTT and can be purchased through www.scca.com.  Weekend memberships may be purchased at the event if cleared by the CTT Chief Steward. 

C.  Participants must show proof of membership (annual or weekend) and a valid driver’s license at registration. 

D.  Should entry numbers need to be limited or restricted, priority will be given to those drivers who completed online registration earliest.    

E.  Transponders may be available for rent for CTT participants at a discounted rate of $50 per diver for the event, along with a $500 retainer on a valid credit card.  The retainer will not be charged unless damage or loss of the transponder occurs.  These are available on a first-come, first-served basis and should be reserved through the online registration process. 

CTT ENTRY FEES:  The CTT entry fee for the event is $125.  Please indicate via online registration if you plan to attend Saturday, Sunday, or Both. 

CTT QUALIFYING AND LICENSE:  Participants without an SCCA CTT License should contact the CTT Chief Steward.  The CTT Chief Steward must approve all drivers before they may compete. The minimum requirements for getting approval can be found on the SCCA Club Time Trials website. 

CTT MEETINGS:  Please give yourself enough time to arrive at the track, sign the track waiver, unload, register, and complete tech prior to the morning CTT Meeting.  Participants must attend the Mandatory CTT Driver’s Meeting prior to their first session of the day and they must attend the Mandatory CTT download meeting after each session to continue to participate in the event. 

A.  Mandatory CTT driver’s meeting at 8:30AM on Saturday and 8:30am on Sunday.  DO NOT BE LATE OR YOU MAY MISS TRACK TIME!  B.  Additional Mandatory CTT Driver’s meetings will be held after each session to discuss track behavior, safety issues and driving techniques.

CTT CAR CLASSIFICATION:  Car information registration forms are available for download from the SCCA website at http://www.coloradoscca.org/timetrials.php.  Completed forms should be turned in to the CTT Chief Steward or Chief Driving Instructor.

A.  Participants are asked to provide a wheel horsepower Dyno sheet that is no older than 6 months.  In addition, participants must fill out the Club Time Trials Car registration document prior to participating in the event.  Drivers may still participate in CTT without the car registration document and Dyno sheet, however, they will not be eligible for CTT awards. 

CTT GRID:  Grid positions are based on average lap time with the fastest at the front. If there is an event Pace Car, it will lead the group single file on the first lap.  The Pace Car will exit and the green flag will be waived at start / finish to start the session.  If no pace car is used, then the field will pace in the same manner behind the lead car in the group. 

CTT PASSENGERS:  Passengers are NOT permitted in CTT sessions.  If a CTT participant wishes to take a passenger, they must get permission from the CTT Chief Steward or Chief Instructor to drive in a PDX session.  Permission will be subject to the number of cars participating in the sessions.  Passengers must have an SCCA membership.  Annual memberships are available online at www.scca.com.  Weekend memberships are available at registration for a fee of $15.00.  Passengers must show proper credentials and proper attire before being permitted on track.  Drivers with a passenger should drive at only 80%. 

CTT RESULTS AND AWARDS:  Lap times will be posted after each timed session.  Practice Sessions may be untimed.  Lap Times will be available in the Hospitality area.  Drivers without a Car registration sheet and Dyno Sheet will not be eligible for awards.  CTT participants must also have an Annual SCCA membership to be eligible for awards.  CTT trophies will be awarded at the end of each day in the CTT Paddock area for the following: 

  *Best Lap time of the day (unadjusted)

  *Best Lap time of the day (adjusted)

Test and Tune:

The track will be open for test and tune Friday, August 29, 2014.  This day is NOT part of the Official Schedule, is NOT sanctioned by SCCA, and is NOT covered by SCCA insurance.  Go to http://highplainsraceway.com/lapping-days.html to pay online.  Contact Glenn Conser at trackmanager@highplainsraceway.com to schedule other exclusive/semi-exclusive track test day rentals.

 

Race Fuel: HPR has a credit card operated fueling station that accepts Visa and MasterCard.

Directions to High Plains Raceway:

Take I-70 to Byers, (Exit 316).  Go 17 miles east on U.S. Highway 36.  Track entrance is on the north side of the highway.

 

 

 

Accommodations:

RVs may be parked overnight at the track.  A limited number of electrical hookups and Carports are available.  Rental policy and reservation procedure are available at http://www.highplainsraceway.com/rv-reservations.html.
