  1. Wisconsin Grand Prix Double Regional Races, The Milwaukee Mile, West Allis, Wisconsin, August 27 and 28, 2011.

  2. Sanction No. 11-R-1703-S and 11-R-1704-S Double Regional Races.
  3. This event is organized by the Milwaukee Region of Sports Car Club of America, Inc. (SCCA) and will be held under the  SCCA General Competition Rules, except as amended by these Supplemental Regulations.  This regional race is open to all SCCA Novice Permit holders who have satisfied the school requirements, to current holders of SCCA Regional, Vintage or National licenses, and to SCCA members who hold other licenses accepted by SCCA, per the GCR.

  1. Race results and trophy distribution will be per the GCR or better.
  2. Official scales availability is reflected on the Supplementary Regulations Event Schedule.
  3. Other information:
    1. Functioning AMB TranX 260 transponders properly mounted to the competition vehicle are required for all sessions for all race classes. Transponder times are official times for all race groups.
    2. Radio frequencies 452.700, 457.700, 461.150, 461.325, 462.200, 463.700, 464.075, 461.175, 463.225, 464.525, 466.175, 468.225, and 469.525 are reserved for race operations and may not be used by any competitors.  The Region reserves the right to designate other frequencies for race administration.
    3. Black flags and mechanical black flags may be displayed at Corner 6.  The black flag steward will be located midway through the pit lane.
    4. Proper credentials, closed shoes and shirts are required in the pits, grid and false grid areas.
    5. Smoking is prohibited in the pits, grid and false grid areas.
    6. Noise Pollution Regulation:  No racing engines, including showroom cars with open exhaust, may be run before 9:00 AM or after 5:00 PM.  Maximum sound reading allowed GCR is 103dB.  During the race you will be black flagged after 3 sound violations and moved to last finishing position with a loss of event points (if you had a race finish).
    7. FE and FM tire markings will be available on the false grid before qualifying session.
    8. This is a CenDiv Championship Series points event.  Preregistration is required for participation in the series.  Series rules, including regional-only car classes, can be found on the CenDiv website at http://www.cendiv-scca.org/.

Held under the 2011 SCCA Time Trials Rules (TTR)

 

  1. This event is organized by the Milwaukee Region of Sports Car Club of America, Inc. (SCCA) and will be held under the 2011 SCCA Time Trial Rules (TTR) except as amended by these Supplemental Regulations. 
  2. Purpose:  These events are designed to be NON-COMPETITIVE opportunities for participants to learn first-hand from experienced instructors and to practice repeatedly, at safe non-racing speeds, the basic principles and skills upon which the sport of motor racing is based.  Event limited to the first 40 cars per day.

  1. Participant Requirements:
    1. All drivers must be 18 years of age and possess a current valid driver's license issued by his or her state of residence.  If a driver aged 16 or 17 is a current SCCA competition license holder, he or she is eligible to drive.  Minors should contact event chairman for procedure.
    2. All participants, including drivers, workers, crew members, and guests must sign the SCCA Release and Waiver of Liability, Assumption of Risk and Indemnity Agreement form # 9716.
    3. Any driver found to have driven on course in any vehicle before having properly completed the waiver signing process will be disqualified from the event with no refund of entry fee and will be removed from the premises.
    4. Drivers are responsible for all the conduct of all guests on site during the event.
  2. Vehicles: ALL VEHICLES MUST PASS A TECHNICAL INSPECTION ON THE FOLLOWING ITEMS PRIOR TO BEING ALLOWED ON THE TRACK.
    1. Vehicles must be eligible for street licensure.  Otherwise, if the vehicle  is not eligible for street licensure, then it must be eligible for one of the following GCR categories: Showroom Stock, Touring, Improved Touring, Spec Miata; or it must be eligible for one of the following SOLO categories: Stock, Street Prepared, Street Touring, or Street Modified.
    2. Required vehicle safety equipment:
      1. A restraint system meeting federal standards for the year of manufacture of the vehicle in each of the front seating positions.  At a minimum, a two-point system must be in place.  Competition-style multi-point harness systems are highly recommended.
      2. Suitable and safely mounted driver and passenger seats.  Passenger seat requirement may be exempted by chief steward.
      3. Any seat used by a passenger must have the same safety equipment as that of the driver.
      4. A full sized, street legal windshield.
      5. Roll bars are highly recommended for all cars.
      6. Hub caps / wheel covers must be removed.
      7. CONVERTIBLES / TARGAS:  At PDX (Level 1) events, any car that is street legal will NOT require a roll bar/roll cage, except for Convertibles and Targa top automobiles.  Convertibles and Targa top automobiles must have either a roll bar meeting the requirements of this section of the TTR, a non-mechanical factory roll bar/rollover protection, or a factory hard top using the factory mounting hardware and mounting points.  AUTOMATED MECHANICAL POP-UP SYSTEMS ARE NOT ALLOWED.  Owners of cars equipped with factory roll bars/roll over protection must present documentation stating that the device is a roll bar or roll over protection at the time of vehicle tech inspection (a factory issued Owner’s or Shop Manual will fulfill this requirement).  For the purposes of this determination only, “street legal” will be defined as a car which meets local requirements for inspection (if applicable) and the car in question must possess CURRENT, VALID registration.  If this street legal requirement is not met, then the roll bar requirement as stated in this section shall apply to convertibles and targas.  Contact chief of tech, safety steward, or event chairman for additional clarification.
      8. All cars must run with both front door windows fully lowered.
      9. Open cars (convertibles and targas) meeting roll bar safety requirements per E.2.vii must run with the top removed or lowered and safely stowed.
      10. All loose items inside and outside of the car must be removed.  Passenger seat back and cushion must be secured.
    3. In-car camera mounts must be approved during technical inspection and must be secured in place.
    4. Any car that is judged to be in an unsafe operating condition at any time during the event shall be prohibited from further participation until the deficiency is corrected and re-inspected by tech inspection personnel.
    5. Vehicle numbering:  number decals for each participating vehicle will be issued during tech inspection.  Number placement location on vehicle will be determined prior to event date.
  3. Driver Safety Equipment
    1. While on course, all participants shall wear a safety helmet meeting Snell SA2000 / M2000 or later specifications.
    2. All drivers in open, convertible, targa, or T-top cars running with the roof panels removed must wear suitable eye protection, i.e., goggles, bubble shield, or face shield on full face helmets.
    3. Suitable clothing, i.e., long pants, long sleeved shirt, socks, shoes covering the entire foot, must be worn while on course.  Cotton fabric is recommended.
  4. Event Conduct
    SPEED LIMITS WILL BE DETERMINED BY THE CHIEF INSTRUCTOR.  THE SPEED LIMITS MAY BE RAISED OR LOWERED BASED ON TRACK CONDITIONS AND THE RECOMMENDATION OF THE CHIEF STEWARD, CHIEF INSTRUCTOR AND SAFETY STEWARD.
    1. Driver groupings will be assigned prior to the event and will be based on completion of the Experience Level section of the Entry Form.
    2. An instructor shall be available to each student in a run group.
    3. An instructor shall ride with each student until the Chief Instructor authorizes the student to drive alone.
    4. Passing will only be allowed in those sessions designated as passing sessions by the Chief Instructor.  Passing will only be allowed in designated passing zones.  All passes can only be made after the car to be overtaken has acknowledged the presence of the overtaking car and signaled on which side the pass is to be made by either a hand signal or the use of a turn signal, or both.
    5. Any driver who spins or leaves the course with all four wheels off course must immediately stop in the pits and may not return to the course until authorized by an instructor.  A vehicle re-inspection by the Chief Technical Inspector may also be required prior to returning to the course.
    6. If a vehicle has become stuck in a run-off area, the session will be stopped until the vehicle is removed.
    7. The only passengers allowed in any vehicle on course during any session are the instructors which are approved for that event.  No other persons may ride along in any capacity.  Violation will result in removal from the event.  Participants may ride as passengers in instructor vehicles.
    8. The following flags and their meanings shall be explained and used at all events:
      1. GREEN - when displayed, the green flag indicates that the course is clear.
      2. YELLOW - MOTIONLESS - take care, danger, slow down, NO PASSING,
        YELLOW - WAVED - great danger, slow down, be prepared to stop, NO PASSING.
      3. RED - The session has been stopped.  Clear the course for emergency traffic by stopping off course to the right as far as practical.  Do not move until directed by a worker or official.
      4. BLACK - There is a problem with your driving or your vehicle.  Proceed to the pits at a reduced rate of speed and stop about midway through the pit lane for consultation.  Black flags will be shown at start/finish and Corner 6.
      5. BLUE WITH DIAGONAL YELLOW STRIPE - another driver is following you.  Be prepared to signal at the next designated passing zone.
      6. ORANGE WITH YELLOW STRIPE - Debris on course, proceed with caution.
      7. CHECKERED - The session has ended.  Please return to the pits at the end of this lap.  Checkered flags will be shown at start/finish.
  5. Pits, Grids & Paddock
    1. As per SCCA General Competition Rules, the hot pits shall be defined as the area from the chain-link fence to the trackside concrete wall.
    2. The entire track property is considered paddock.  Rules will be enforced accordingly for all participants which includes crew and guests.  Access to certain portions of the track property will be limited.
    3. No paddocking or parking allowed on access road(s).  It may be necessary to limit support vehicles in the paddock.  Car trailers are to be moved if so directed by the event officials.   Any vehicle or trailer parked in violation of the event official's instructions may be towed away.
    4. A SLOW, SAFE AND PRUDENT speed limit in the paddock will be enforced.
    5. Proper credentials, closed shoes and shirts are required in the pits, grid, and false grid areas.
    6. Smoking is prohibited in the pits, grid and false grid areas.
    7. No person shall ride on the bodywork of participating cars, tow cars, or on trailers.
    8. Drivers will be informed at grid if there are any unstaffed corners.
    9. All trash must be placed in provided receptacles.  All tires MUST be removed from the track property.
    10. Food will be available at hospitality tent for registered entrants and their registered guests.
    11. Radio frequencies 452.700, 457.700, 461.150, 461.325, 462.200, 463.700, 464.075, 461.175, 463.225, 464.525, 466.175, 468.225, and 469.525 are reserved for race operations and may not be used by any competitors.  The Region reserves the right to designate other frequencies for race administration.
    12. On-site fueling will not be available.  Entrants are strongly encouraged to fuel their vehicles prior to arriving at the event.
  6. Sound Control
    1. Maximum sound reading allowed GCR is 103dB.
    2. Noise Pollution Regulation:  No racing engines, including showroom cars with open exhaust, may be run before 9:00 AM or after 5:00 PM. 
  7. Event Insurance
    1. Overall liability coverage for the event is $5 million.  SCCA Member medical coverage is up to $500,000 per person; non-SCCA member medical coverage is $10,000 per person.  National SCCA, the Milwaukee Region, and Road America are not responsible for any damage to personal vehicles or other personal items.  Event insurance does not provide coverage for damage to participant vehicles.

Milwaukee Mile Speedway Regulations:

  1. Minors, pets, pit vehicles – All minors must be under the direct supervision and accompanied by their parent(s) or acting guardian(s) AT ALL TIMES.  No pets are allowed at the Speedway without the express written consent of The Milwaukee Mile.  Unlicensed motorcycles, mini-bikes, motor scooters, mopeds, ATV’s, golf carts, etc. are only allowed on The Milwaukee Mile infield.  Licensed drivers age 16 and above are the only Club support members allowed to use or operate Club support vehicles.
  2. Camping – Limited tent and motorhome camping is available.  Some electrical hookups are available but no sewer or water hookups.  Reservations should be made through the RV Park.  Camping permits must be displayed at all times as well as electric cord tags.  No fireworks or external sound systems are allowed at any time.  No open flames or fires are permitted; however contained barbecues and camping stoves are permitted.
  3. The Milwaukee Mile reserves the right to amend, modify or supplement these Speedway Rules and Regulations at any time without notice.  Persons who violate these rules will be subject to removal without refund or recourse.

I.Registration Procedure

A.Entries are not official until the entry form is signed, received, paid, and accepted.  We are not responsible for entries lost/delayed in transit, failed online submission, or failed emails. Telephone entries will not be accepted.  Email entries without a valid credit card number will not be processed.  Personal checks, cash, cashiers checks, traveler’s checks, and Visa/MasterCard will be accepted. 

B.Make all checks payable to Milwaukee Region SCCA.  Please note checks are accepted for entries submitted through www.MotorsportReg.com. Entries will NOT be processed without a payment.

C.Milwaukee Region reserves the right to accept or reject any entry.  An entry will not be accepted unless the full entry fee accompanies the entry form. Requests for refunds after the notification date must be made in writing to the Milwaukee Region SCCA no later than 7 days after the event. A $25.00 cancellation fee applies to all cancellations.

D.MilwaukeeRegion Refund Request Policy:  Entrants who are entered in both events and incur damage during the first day and cannot run the second event will receive a prorated refund but they MUST NOTIFY THE REGISTRAR before the end of the event weekend.

E.Credentials for one driver and up to three (3) crew members will be issued at registration. Additional crew passes and extra guest passes may be purchased for $10.00 each. Up to six (6) crew members are allowed in the pits at one time. There is no charge for guest passes for minors 12 and under.   Credentials for track entry may be obtained ONLY during scheduled registration hours.  Please provide your guests’ names at registration and advise them of the hours registration will be open.

F.License confirmation: Competitors whose licenses are in process at the time they wish to race must obtain confirmation that their license is valid by arranging with the Registrar to telephone the National Office in Topeka.

G.Registration will be held on the backside (garage area) of The Milwaukee Mile administration building, 7722 W Greenfield Ave, West Allis, WI  53214, (414)-453-5761.

H.If another event is occurring at the fairgrounds, you may be stopped by a parking attendant the first time you enter the grounds. Mention SCCA and the parking fee should be waived. A parking pass, obtained in Registration, will allow you to re-enter the grounds without being asked to pay and is required for access to the in-field.

I.Drivers and crew will not be permitted in the Competition Paddock area until properly registered through SCCA Registration.

J.At the time of registration, you must present the following:

1.Current SCCA competition license (or proof of license level), signed off Novice Permit, or competition license accepted by SCCA.

2.SCCA membership card or proof of membership.

3.      SCCA Photo ID.  Photo IDs will be available for a nominal fee.
 

II.General

A.Qualifying times, grid positions, results and sound readings will be posted at the Media Center. Grid sheets, race results and trophies will also be available at the Media Center.  Trophies will be awarded after results become official.  NO TROPHIES WILL BE MAILED.

B.Drivers may be held responsible for damages to property, including track and environmental damage.

C.The Milwaukee Mile is a 1.8 mile track.

 

III.Special Track Amenities and Regulations

B.Gate access into / out of the infield of the track for racing rigs will occur only at scheduled gate open times.  See the Supplementary Regulations Event Schedule for the times the gate will be open.  Access into / out of the infield of the track for cars can occur during the sessions via the tunnel.

C.Infield RV and motor coach parking fees are $25.00 ($50.00 with electric hook-up), and infield camping fees are $10.00 ($35.00 with electric hook-up).  Note that electrical hook-ups are limited, and will be sold on a first-com, first-served basis.  There are no water hook-ups or sewer services available.  RV, motor coach and camper placards must be displayed at all times.  Reservations should be made through the RV Park and there will be assigned sites either inside or under the Grandstand outside the track with access to showers and restroom facilities.   

D.Racing fuel is notavailable for sale at the track.  Race gas (110 leaded racing fuel) is available outside the track at:  Shell Mart, 2310 S 76th St, West Allis, WI 53219, 414-546-2786, corner of 76th and Lincoln Ave.  Hours of operation for the weekend are:  Fri: 5:00am – 11pm; Sat: 5:00am – 11pm; Sun: 5am – 10pm.  See enclosed map on a separate page for directions.

E.Please be aware the roads within the State Fair Grounds are considered public roads.  As such, police may monitor to insure only street licensed vehicles are on these roads.

F.      The Milwaukee Mile premises MUST BE VACATED by 7:00 pm on SUNDAY, August 28, 2011.
The Milwaukee Mile may levy a charge against offenders.
 

IV.Technical and Safety Inspection

A.Regular technical inspection will be conducted at the Tech area.

B.     Official scales will be available for competitors to check vehicle weight.  Scales are located at the Tech area.  See Supplementary Regulations event schedule for times.
 

V.Rules of the Paddock

A.Hot credentials are required for the area defined as “New Paddock” on the track map.

B.Please be nice to fellow competitors and secure any cords going over an access road.  This will prevent hot tires from lifting them and possibly causing needless body damage to the racecars.

C.A SLOW, SAFE AND PRUDENT speed limit in the paddock will be enforced.

D.No paddocking or parking allowed on access road(s).  It may be necessary to limit support vehicles in the paddock.  Car trailers are to be moved if so directed by a Race Official.   Any vehicle or trailer parked in violation of the Race Official’s instructions may be towed away.

E.No one shall ride on the bodywork of race cars, tow cars, or trailers.

F.All trash must be placed in receptacles provided.   Waste that may be hazardous to the environment must be place in properly labeled containers at various locations.  All tires MUST be removed from the track property.  All areas used must be left in a clean condition.  All debris must be removed.  Any charges incurred by the Region due to non-compliance may be passed on to the offender.

 

VI.PDX Driver Experience Levels

A.Level 1:  Significant high-speed on-track experience.  Advanced to expert high performance driving skills.

B.Level 2:  Some high-speed on-track experience.  Advanced high performance driving skills.

C.Level 3:  Little or no prior high-speed on-track experience.  Average high performance driving skills.

D.Level 4:  No prior high-speed on-track experience.  Beginning high performance driving skills.

Driving Directions to The Milwaukee Mile:

General Directions:  Take I-94 to 84th Street exit and go South on 84th Street.  Turn left (East) onto Greenfield Ave. Track entrance is on the left at the second traffic signal (79th Street, approximately 5 blocks).

Consideration for traveling from the South (Chicago):
To avoid downtown Milwaukee during rush hours, take I-94 West from Chicago to I-894 (West) bypass.  Take exit for
I-94 East.
