2019 Change in NCC Bylaws

Dear National Capital Chapter (NCC) Member:

Article VII, Section 4 of the NCC Bylaws authorizes the NCC Board to “establish Committees as needed” to conduct NCC business and to support the best interests of the Chapter’s members.  Currently there are nine standing NCC Committees.  At the time when our bylaws were first established, the Board envisioned all committees would develop a “Charter” that contained the objectives, goals, and deliverables that committee would offer its membership.  As a result, Article X. COMMITTEE CHARTERS, was added to the NCC Bylaws to be the repository for all committee charters.  To date, only one committee, the Driving School Steering Committee has submitted a charter to be included in the NCC Bylaws.

At our most recent meeting, the Board of Directors determined that committee charters are no longer required.  The current Board believes the requirement to develop and maintain a charter is too much work for the individual committees, and that once a charter is placed in the bylaws, it becomes too hard to change and keep updated.  As a result, the NCC Board of Directors propose to remove Article X from the bylaws, and the requirement for NCC Committees to develop a charter for inclusion in the NCC Bylaws.

  • If you concur with the NCC board’s decision to remove Article X from the NCC Bylaws, vote: YES
  • If you non-concur with the NCC’s Board decision to remove Article X from the NCC Bylaws, and believe all NCC Committees should develop and maintain a copy of their Charter in the NCC Bylaws, Vote:  NO

In accordance with Article IX AMENDMENTS of our Bylaws, we are posting this proposed change to our Chapter website.  As a Chapter member, you can vote via electronic means, by U.S. Mail, or in person at the next regular Board meeting.  This proposal will remain open for four calendar weeks, after which time the Board will make the necessary changes to the NCC Bylaws.  Thank you for your support and timely response!
