2019 Change in NCC Bylaws

<p>Dear National Capital Chapter (NCC) Member:</p> <p>Article VII, Section 4 of the NCC&nbsp;Bylaws&nbsp;authorizes the NCC Board to &ldquo;establish Committees as needed&rdquo; to conduct NCC business and to support the best interests of the Chapter&rsquo;s members.&nbsp; Currently there are nine standing NCC Committees.&nbsp; At the time when our&nbsp;bylaws&nbsp;were first established, the Board envisioned all committees would develop a &ldquo;Charter&rdquo; that contained the objectives, goals, and deliverables that committee would offer its membership.&nbsp; As a result, Article X. COMMITTEE CHARTERS, was added to the NCC&nbsp;Bylaws&nbsp;to be the repository for all committee charters.&nbsp; To date, only one committee, the Driving School Steering Committee has submitted a charter to be included in the NCC&nbsp;Bylaws.</p> <p>At our most recent meeting, the Board of Directors determined that committee charters are no longer required.&nbsp; The current Board believes the requirement to develop and maintain a charter is too much work for the individual committees, and that once a charter is placed in the&nbsp;bylaws, it becomes too hard to&nbsp;change&nbsp;and keep updated.&nbsp; As a result, the NCC Board of Directors propose to remove Article X from the&nbsp;bylaws, and the requirement for NCC Committees to develop a charter for inclusion in the NCC&nbsp;Bylaws.</p> <ul style="list-style-type:disc"> <li>If you concur with the NCC board&rsquo;s decision to remove Article X from the NCC&nbsp;Bylaws, vote:&nbsp;<strong>YES</strong></li> <li>If you non-concur with the NCC&rsquo;s Board decision to remove Article X from the NCC&nbsp;Bylaws, and believe all NCC Committees should develop and maintain a copy of their Charter in the NCC&nbsp;Bylaws, Vote:&nbsp;&nbsp;<strong>NO</strong></li> </ul> <p>In accordance with Article IX AMENDMENTS of our&nbsp;Bylaws, we are posting this proposed&nbsp;change&nbsp;to our Chapter website.&nbsp; As a Chapter member, you can vote via electronic means, by U.S. Mail, or in person at the next regular Board meeting.&nbsp; This proposal will remain open for four calendar weeks, after which time the Board will make the necessary&nbsp;changes&nbsp;to the NCC&nbsp;Bylaws.&nbsp; Thank you for your support and timely response!</p> <p>National Capital Chapter,&nbsp;Board of Directors</p>
