PHILOSOPHY

You’ll find Oktoberally 2015 far simpler than Oktoberallys of the recent past. An in depth knowledge of the SCCA Road Rally Rules is not necessary. We have tried to include everything you need to know, other than a basic understanding of TSD rallying, on a single page. There are seldom more than two traps on a leg and there are even a few with no trap at all. You can expect to see, or not see, lots and lots of curve arrows. The speeds are brisk. There are some challenging control locations. And of course, as always, you’ll be driving on some of the best rally roads in America. Check Point timing is Human Factor.

Badger Trails, NTR / RTR, September 20, 2015

PHILOSOPHY

This is another of the traditional Badger Trails RoadRallies. You can expect to find a tour that is brisk, paved, with minimal speed changes. Rally will utilize easy to follow, standard Tour route instructions and limited mileages. Controls will appear suddenly and unexpectedly. Speeds are feasible. Mileage on Odo-Check, occasional intermittent OM's and at the Outmarkers have  resolution of .001 (thousandth) mile. Controls, and most intermittent OM's are truncated to .01 (hundredth) mile. Calculations are based on the truncated mileage. Controls occur on even hundredths, ie. xx.xx0. Control timing is Human Factor. The Regional Badger Trails uses the same route and checkpoints, with differences within the instructions.

The Headquarters are located at the Official Hotel of the Sports Car Club of LaCrosse, which is: the Settle Inn of LaCrosse 2110 Rose St., LaCrosse, Wisconsin 54601, 608-781-5100. Room rates are $77.00 per night plus applicable taxes. A block of rooms will be held until August 21st. Contact the hotel directly, ASAP and mention "Badger Trails" to receive the discounted rate. Rules These events are conducted in accordance with the 2015 RoadRally Regulations (RRR), as amended by these general instructions/appendices. The RRR can be downloaded free of charge from the SCCA website www.scca.com. Questions concerning these general instructions may be submitted in writing to:  Mike Thompson, 1818 S 28th Ct. Vehicle inspection Please complete the Emergency Notification/Self Inspection Form and return it to one of the nice people at the registration table.

Wisconsin traffic laws Wisconsin is a ‘Mandatory Seat Belt’ state. This means you must wear a seat belt. Wisconsin also requires you to have your headlights on if your windshield wipers are on. To insure a safe weekend, we would appreciate it if you would drive with your headlights on – it also helps identify a rally car for the control workers.

Car numbers - scca rally championship stickers  A magnetic car number, a Day-Glo sticker, a SCCA RoadRally Championship decal, and a Sunoco decal are provided in your registration packet.  Place the Sunoco Decal and Championship Decal on either side of the car, place the car number on the right front fender, and place the Day-Glo stick on the navigator’s side front bumper or headlight.  Return the magnetic Car Number, the Sunoco Decal, and the SCCA RoadRally Championship decals at the end of your last event.

Penalties

1 point for each 0.01 minute early or late.

Oktoberally The maximum penalty per leg is 100 points. The creeping penalty 25 points.*

Badger Trails The maximum penalty per leg is 15 points for National entries. The creeping penalty is 5 points.*

Regional The maximum penalty per leg for Regional entries is 100 points.

* Creeping is defined as traveling at less than 5 mph when approaching an open control.  If, in the opinion of a control worker you are creeping, you will be waved to enter the control. This penalty is in addition to any timing penalty, but the total will not exceed the maximum penalty.

Scoring The committee will provide scoring from contestant scorecards that will be collected from time to time. Ties will be broken by the most controls won, then the most 0s, 1s, 2s, method.

Start point All rallies start by heading North at the big “U HAUL” sign (on right) along the frontage road near the Settle Inn.

PAUSES Pauses are in hundredths of a minute. For example, “Pause 50” means to pause 0.50 minute.

Controls

Open Controls will be identified by a standard checkpoint sign. You will be timed as your front wheels pass the checkpoint sign (example at registration). Proceed to the really nice control worker and, if necessary give him/her a time allowance form. The really nice worker will give you a sticky-back label with Time In & Time Out (the sticky label may not have a Time Out if the next leg has a Restart time) and a data slip.  Place the label on your scorecard and proceed to the outmarker. Time Out applies at the outmarker.

OBS Controls will be identified by an “OBS” sign. Due to a worker shortage they may or may not be manned. (Sanction exception)

Time allowances If you are delayed along the course, you may file a time allowance at the next open control rather then attempt to make up lost time on the road. We do not want you to speed. You may file as many time allowances as you wish, without any penalty, but only up to a total of 19.50 minutes for each Start /Restart (Oktoberally has 3, Badger Trails has 4). Your registration packet will contain time allowance forms. To file a time allowance, simply circle the number on the form corresponding to the amount of time you are requesting and give the form to the control worker at the next open control before accepting a data slip. If you are blocked entering a control, declare your TIME IN.

 

 

Mileages Oktoberally was measured with a 2008 Subaru AWD equipped with black inflated radial tires and a Timewise 798A rally computer that received its pulses from the left rear wheel.

Mileages for turns were taken:

1) At the Stop or Yield sign.

2) At the road naming sign closest to the intersection.

3) At the apex.

Mileages were measured to a resolution of 0.001 (thousandth) mile for elapsed time calculations. Mileages shown to a resolution of 0.01 (hundredth) mile or shown to a resolution of 0.1 (tenth) were truncated.

Badger Trails was measured with a 2001 Prelude equipped with radial tires inflated to 32 psi and a Timewise 798A rally computer that received its pulses from the left rear wheel.

Mileages for turns were taken:

1) At the Stop or Yield sign.

2) At the road naming sign closest to the intersection.

3) At the apex.

All mileages were measured to a resolution of 0.001 (thousandth) mile and then truncated to a resolution of .01 (hundredth) mile for elapsed time calculations. When mileage is shown to a resolution of 0.01 (hundredth) mile, it was truncated. When mileage is shown to a resolution of 0.1 (tenth) mile it was rounded.

BFZ

Begin Free Zone.

EFZ

End Free Zone.

Arrow

An official black on yellow curve arrow sign that applies to your road. Chevron signs and directional arrow signs are not curve arrow signs.

NRI

Numbered Route Instruction.

SOL

Sign on Left (Badger Trails only).

Sleft

Straight or Left (Could be straight, could be left; we’re just not sure what to call it).

Sright

Straight or Right (Could be straight, could be right; we’re just not sure what to call it).

Sanction exceptions

Less then 200 miles. (Article 4 B - Oktoberally)

OBS may be unmanned (Article 16 L)

No Main Road. (Article 24 B - Oktoberally)

Unpaved roads may not exist. (Article 23 B – Badger Trails; Article 25 B – Oktoberally)

 

 

 

This section applies to Oktoberally only

Route following priorities  Use the first priority that applies, starting with 1.

1) Execute emergency instructions issued at a control or from on an emergency sign.

2) Execute a numbered route instruction.

3) Follow the principal road as described in Article 22 B. (sanction exception)

If you get to a T (see glossary) and none of the above applies, retrace your route and attempt to find your error. There is no main road. This means that anything in the RRRs that applies to the main road (Article 24) does not apply. (sanction exception)

Roads & road identification Road identification is used as intended by the erecting agency and will be obvious. A township (street) sign identifies the road that it is most parallel to and the opposite road unless that road has a different identification.

Prefixes (e.g. Interstate, Wis, County, North, N.), suffixes (e.g. Street, St, Rd), and numbers (e.g. 11th, 3rd, 27) are not considered part of a road’s designation; you should ignore these.

Sometimes small numbers (fire numbers) with an arrow above or below the numbers are on township (street) signs; ignore those numbers and their associated arrows.

If a road has no designation, its’ designation defaults to that of the Onto Road currently in effect (if any).

Unpaved roads do not exist unless there is no paved option or an eligible NRI uses the term ‘Unpaved’. (Sanction exception)

route instructions Official information may be listed with NRIs. Use official information as presented. Don’t even think about ignoring it. Some official information may be referenced to OM.

The actions Left, Right, Sleft, Sright, Straight, and Turn are Course Following Actions (CFAs).

Pause 40 when you execute a CFA that causes you to leave an Onto Road (the road you enter the intersection on is irrelevant). This does not apply to CFAs that are referenced to an OM.

Pause 20 when you reach an Arrow (see glossary) that occurs < 0.40 miles after executing an NRI. This does not apply to actions that are referenced to an OM.

onto roads When you complete an NRI whose first action is a CFA followed immediately by the term ‘onto’ followed immediately by the designation of a road, at an intersection where there is not another road whose designation is alphabetically earlier, you get that road as an Onto Road. (the road you enter the intersection on is irrelevant; cat is earlier than catalog)

An Onto Road is effective until you leave that Onto Road and get a new Onto Road or until you reach a Control.

Control data slips Control data slips contain:

Leg Time - Official leg time                                               

Leg Miles - OM at the timing line.

Outmarker - A description of the outmarker & the OM at the outmarker. OM reverts to 0.000 at the outmarker. The distance from the timing line to the outmarker is a Transit Zone. You may have to execute several NRIs to get to the outmarker.

Next - The NRI you should be working on.                       

CAST - Average speed at the outmarker.

What You Should Have Done. - Unofficial comments about the leg you just finished.
