KETTLE MORAINE COLORS RALLY

Come join us for a fall color rally.  Kettle Moraine Colors is a 100% paved tour with an emphasis on relaxed country driving.  Much of the event will be run in transit/free zones.  This means that you can drive at your own pace on the picturesque sports car roads we have chosen.  We will give you a car 0 time and an assigned speed near the checkpoints where you will need to remain on time until the control.

The emphasis on this event is the scenery as well as the gentle winding roads ofJefferson County, WI.  We will provide a low key and fun afternoon out in the country.

GENERAL INSTRUCTIONS (PRELIMINARY)

The object of the rally is to follow the prescribed route and arrive at each control (checkpoint) exactly on time. Contestants will be scored 1 point per hundredth of a minute for early or late arrival at each control.

These General Instructions and any addenda govern this event.

Conventions

  • Numbers after Pauses, Gains, etc. are indicated in 0.01 of a minute. (for example PAUSE 100 means 1 minute).
  • Creeping is defined as stopping or traveling at less than 10 MPH within sight of a control unless required to do so by a Route Instruction or by a Stop or Yield sign.
  • Creeping penalties may be assessed at the sole discretion of a control crew. Failure to accelerate into the control immediately upon a signal from the control crew will result in a penalty. The control crew’s decision is final. The penalty for creeping will be 25 points.
  • Official Mileages are given to 0.001 mile at timing lines, Car Zero Times [CZTs], Transit Zones, and Time of Day Restarts.
  •  Any portion of the rally in a Transit Zone and should be driven at a Safe and Prudent speed no higher than posted Speed Limits.
  • There will be no more than one TSD Open control between Car Zero Times and/or Time of Day Restarts. The course between an open control and the next 'END TRANSIT ZONE' is also a transit zone.
  • Route instructions will use a four column written format. (see below)

Please keep your headlamps on.

The course can be traversed at rally speeds with normal precautions and observing all normal traffic regulations and rules of the road.

Your ability to stay exactly on time will be the determining factor in winning the rally. 

Official Mileages are given to 0.001 mile at all Numbered Route Instructions, including each CAST point, TSD timing lines, Car Zero Times, transit zones, and Time of Day Restarts. Official Mileage is reset to zero when the mileage is accompanied with the notation /0.000.  The course was measured with a 2005 Acura RSX and Timewise 798 Rally computer attached to the left rear (undriven) wheel.  Mileage was normalized to statute from a 50 mile section of I-94 between Milwaukee and Madison.

Start the rally at the time shown in NRI #1 plus your car number in minutes. There will be a tire warm up and an odometer calibration run provided at the beginning of the rally.  The purpose of the odometer calibration run is to allow you to compare your odometer with the rallymaster’s and make adjustments if necessary.

Route Instructions

The Route Instructions for the Rally will be divided into portions. The Numbered Route Instructions (NRIs) will run consecutively throughout the event. Each portion will begin with a Time of Day Restart (TODR)

In the absence of an NRI at an Intersection, participants should follow the obvious main (principal) road as determined by road centerlines, curve arrows, backed up stop or yield signs, or straight as possible. For the purposes of this Rally, dead ends, cul de sacs, road ends do not exist and should not be followed unless instructed to do so.

Breaks

Locations for gas, rest rooms, and snack breaks will be indicated in the Route Instructions. There will be a Time of Day Restart (TODR) after each Rest Break. 

Transit Zones

A Transit Zone is a portion of the rally where you do not have to be precisely on time.  Drive at or slightly below the speed limits until you reach the next 'END TRANSIT ZONE', then leave that point at the time specified.

There is a transit zone after every control location that remains in effect until the next 'END TRANSIT ZONE'.

Timing

Timing for the TSD rally is from the previous TODR or Car Zero Time (CZT) to the next timing line.

Timing clocks will be set to the time signal broadcast by WWV, adjusted to the local hour.

Controls

All controls on this rally are open controls.  This means that you should pass the checkpoint sign at the assigned CAST and then stop next to the control car to receive a sticker with your timing information. You should then proceed to the next CZT point at a reasonable and legal speed.

The controls are identified with an official checkpoint sign (example at registration). Rally cars will be automatically timed by the checkpoint crew as their front wheel passes over the hose at the checkpoint sign.

Emergency Instructions and signs

If an emergency situation occurs, you will be instructed by a worker at a control.  There will be a form that the team must initial to show you have received the instructions.  If the rally needs to be stopped for any reason, we will display an upside down checkpoint sign. Stop beyond the sign and await further instructions.  There is also a slim possibility that an emergency sign may need to be placed if something changes on the rally day.  These signs will be prominant and are written on colored plastic dinner plates.  They will be identified by the word SCCA.  Four markings have special meanings as follows:

X - You are off course.  Go back and find where to recover.
I - Ignore the road or sign.
NRI <number> - Execute the instruction associated with this number here.
Special Instruction - Just do whatever the sign says.

Scoring and penalties

Each .01 minute early or late

1 point.

Maximum timing penalty

200 points (2 minutes)

Creeping

25 points

Unsportsmanlike conduct or irresponsible Driving, including traffic citations

Disqualification, or other penalty, at the discretion of the organizers

Time Allowance

No penalty

Scoring will be done from the control logs compiled at each control. Final scores for the rally will be posted at the end point.

Time Allowances

Unforeseen events can happen on a Rally. Local traffic slows you, or you get lost. Whatever the reason, we want you to drive safely. Therefore, we encourage you to request a time allowance (TA) for any reason. You will find time allowance request forms in your packet. If you find yourself behind time, please fill out a TA rather than speeding to try and catch up. Fill in your car #, the NRI where you are claiming the delay and the amount of time you need.

Your TA will be on the half minute (0.50, 1.50, 2.50, 3.50 etc.) up to 19.50 minutes. Hand the slip to the people at the next checkpoint.  If you need to, you may file a new TA at the next CZT or TODR as long as you are no more than 19.50 minutes behind the time for car zero.

Glossary

The following terms are defined for this rally:

Bridge

A structure which carries traffic over a stream or similar barrier.

CZT

Car Zero time. Your time here is the CZT + your CAR#(in minutes) + any TA you are starting.

Free Zone

A section of the rally where there aren't any controls.  You may still be required to maintain a CAST.

Graphic Sign

A black on yellow sign that represents whatever is being referenced (e.g. Cow graphic).

Pause

A delay programmed into the rally.  Pauses are measured in hundredths of a minute, so a Pause 50 means add .50 minutes or 30 seconds to your time for that leg.  Pauses are generally used to help you get through traffic at intersections.

Quiet Zone

A portion of the Route where caution and care to travel as quietly as possible should be taken thru a potentially sensitive area such as a farm or residential area. 

TODR

Time of Day Restart. Leave this point at the specified time + your CAR#(in minutes) + any TA you are starting.

Transit Zone

A portion of the rally which is free of controls.  CASTS may be specified, but they are advisory.  You can drive at your own pace.  Transit zones will end with a CZT.

Miscellaneous

A sweep car will be available behind the last car of the rally to provide assistance. If you get lost or decide to drop out, please contact the chairman at (970) 290-9797.  Leave a text or voicemail if you can’t get through immediately. You will find a colored sticker with a car # in your packet.  Please place this on the front bumper or right headlight of your car.

The following information is to be considered official, but is not necessary to run the event.  It is included to satisfy SCCA requirements.

Classes (per SCCA)

E - No Limitation on Equipment

L – Any odometer and any computation device that is not connected to the odometer.

S – Stock Odometer or GPS odometer.  Any app or computing device that requires manual entry of mileage.

N – New to rallying.  Same as S except neither contestant has competed in more than 3 TSD rallys.

Tie Breaking

Ties will not be broken for trophies.  Both cars will receive the same place.
